This is an update on our report from roughly two weeks ago regarding campaign financing of the six people running for East Lansing’s City Council, because Campaign finance has become a perennial “ask” of ELi’s readers. If this work matters to you, please take a moment to donate to support our work.
What’s new in the last two weeks?
The same four candidates are still voluntarily doing early disclosure to voters of who is donating to their campaigns: Erik Altmann; Shanna Draheim; Mark Meadows; Steve Ross. The two candidates who are choosing not to disclose early to voters who is contributing to their campaigns are Jermaine Ruffin and Nathan Triplett.
Among the four disclosing, Draheim shows the biggest increase in campaign funds since last we reported, up $4,350. Meadows is up $1,800, Altmann is up $275, and Ross is up $100. As shown below, among those disclosing financing to voters, Draheim’s campaign is now easily in the lead in terms of total dollars.
Meadows had the largest number of new donations in the last two weeks, at fifteen. Draheim had eleven, Altmann had three, and Ross had one.
Among the four disclosing, Altmann continues to lead with a wide margin in percentage of dollars coming from East Lansing residents, with 86.6%. Meadows is next with 68.1%, then Draheim at 52.4%, and Ross at 51.8%.
Only Draheim is showing a new donation from a sitting member of Council; retiring Mayor Pro Tem Diane Goddeeris gave her $100. This accords with what we reported last week with regard to sitting Councilmembers’ endorsements matching voting records in terms of two groupings.
Altmann, Meadows, and Ross took no new donations from political organizations. Draheim took $2,500 from the Lansing Regional Chamber of Commerce Political Action Committee (PAC), which represents businesses in the greater Lansing area, including East Lansing.
In terms of donations from East Lansing business-connected people: Meadows took in $1,000 in a single donation from Michele McIntyre whom he listed as an “insurance claims adjustor,” but it isn’t clear for whom she works. Draheim took $500 from Jim Croom, who works for Jackson National Insurance and sits on the Downtown Development Authority and the Brownfield Redevelopment Authority, the authority responsible for developing tax increment financing (TIF) plans for East Lansing's downtown. Ross took in $100 as a donation from Ody Norkin, owner of the Michgian Flyer, which provides bus service that runs from downtown to Ann Arbor and the Detroit airport. Altmann apparently had no business-related donations.
What specifically do we know about the campaigns’ finances so far?
The information below is drawn from the candidates’ websites as they appeared on Tuesday, October 13. Here we provide a summary comparison. Below these charts, you can find the full information reproduced from the four early-disclosing candidates’ websites.

Please note that the second column, “total amount raised by campaign,” excludes the candidates’ own donations and loans to their campaigns. So for Altmann, it excludes a $2,000 loan from the candidate to his campaign; for Draheim, it excludes a $250 donation to her own campaign; and for Meadows, it excludes a $995 donation to his own campaign.
The third column does not count the candidates themselves if they donated or lent money to their own campaigns.
The fourth column, “percentage of donations from EL residents,” provides what percentage of the campaign’s total, excluding the candidates’ own donations and loans, comes from humans residing in East Lansing. (So, this percentage excludes donations from businesses, PACs, and other campaigns.)
What about business and political campaign contributions?
This next chart shows who took donations from people with financial business connections in East Lansing, so far as we can ascertain, and who took donations from PACs and other political campaigns. Items new since our last report are boldfaced.

Below we provide the raw data on the candidates doing early disclosure. We will provide an analysis that includes Ruffin and Triplett once the Ingham County Clerk makes available their required disclosures. At that point, we’ll also update the information for the other four candidates.
Please note that while state law requires that employment information be provided when cumulative donations from a donor exceed $100, these early disclosures are voluntary and thus not required to follow state law. Additionally, because reporting is voluntary at this point, it is possible some donations are not being disclosed yet.
